The methods of 2FA that it supports have changed.
Additional information
The Exception & Restrictions popover state that "A recovery email or phone number is required for 2FA setup." which is not totally true as two recovery methods must be enabled to turn on 2FA, such as two email addresses, two phone numbers or one email address and one phone number.
