Update to pangeo-notebook-veda-image:2025.08.14-v1

This PR updates all hubs to contain pangeo notebook images based off of 2025.08.14 with virtualizarr>=2 and icechunk>=1 on top (NASA-IMPACT/pangeo-notebook-veda-image#45) as requested in https://github.com/NASA-IMPACT/veda-analytics/issues/172

@smk0033 are you aware of any workshops going on currently or upcoming that this would disrupt? Did we decide how to notify the various hub Point of Contacts about incoming changes?

@wildintellect I've heard of some workshop coming up for AQ but have no idea if this would affect it or not. I also don't think we came up with a way to notify Hub POCs about upcoming changes
