Ensure project with the same name cannot be created during a race condition

We currently have an issue with potentially allowing the user to create more than one project with the same name if 2 requests are happening quick enough. See description in the product issue.

Note: the solution with unique index is purely a suggestion, if you can think of a better approach feel free to investigate!

Goals

• As a integrations implementation specialist, I want to ensure that when I am creating projects through the API in very quick succession, it stops me from creating 2 projects with the same name
