[PE-D][Tester D] Constraint that start time should be before end time is not well captured

Consider a tuition that starts at 2300 on Monday and ends at 0100 on Tuesday. The constraint is not well captures here because it does not take into account tuition that can be overnight

I have labelled this severity.medium as per the rubrics "flaw that causes occasional inconvenience to some users but they can continue to use the product" - it causes inconvenience to some users, in particular tutors who have night tuition or tuition stretching from one day to the other.

Edit: Downgraded to severity.low as the chance of this happening is minimal.
