Would building=roof be better suited as a structure similar to the bridge element?
I mean; a CityObject not connected to the ground ---here it would be similar to the skywalk object.
We could say something like @ roof_height => building:levels=*;
then add 1.5 for the thickness of the roof; and include this as another Building CityObject.
This would meet the definition of what a building=roof is; including making sure the model stays true. ---a building=roof will not stop water flowing under it. It cannot be connected to the terrain as one 'block' CItyObject.
