It is possible to get the first welcome message sent by the bot or user has to send a message first? Thanks.

Right now the user has to send a message first to get a response. I'm unsure how else it could work. If you have ideas on how it could be accomplished we can try to work something out. I'm going to be working more with ibm watson in the next few weeks so there may be some updates coming.
