CAR option in UI

add command line option "--car" (configuration analysis report) generation to UI.  Currently you can CAT with "--car" option using cli mode only.     CAR report is an extra excel report that provides a breakdown of specific prescribed steps to move an app from one maturity level to the next, on a per app basis.  e.g. what tuning specifically to do to move an application from Broze to Silver.
