Open the LootHandler to API

Feature description

Please add the Bukkit LootHandler to the public API. It seems to be a pretty important system. It's great to have the LootTable, but that by far not enough. The bukkit LootHandler does so much more, and I don't want to copy the whole code into my plugin just to add a custom luck trait.

Which specific methods in LootHandler do you need?

I believe I wrote this issue to soon. There is probably already a way that I couldn't find. What I want to do is, give my players different loot depending on an ability (like fishing). What I don't understand, is how to execute the Loot. I understand how to get the Loot from the LootPool but what now?
