The hovercards library is looking for https://gravatar.com. Can we create our own hovercards that also works with the local proxied avatars?

There are some extra details in the private/archived repository, adding link for future reference: 38-ghe-Automattic/gravatar-enhanced (only available to Automatticians, sorry).
