Allow "Show credit" option to be disabled #2070

Describe the bug
The Content Carousel and Blog Posts blocks are synced to WordPress.com. WordPress.com doesn't have support for image credits - that's a Newspack specific idea, the blocks though have a control to toggle displaying the credits off and on.
Toggling it does nothing - the code to get the credit correctly checks whether the method exists.
It would be nice to have a way of disabling the 'image credits' control for wp.com.
To Reproduce
Steps to reproduce the behavior:
- Go to WordPress.com
- Create a post
- Insert a Content Carousel or Blog Posts block
- Use the 'Show credit' toggle.
- Note it appears to do nothing.
