Rollout card label icons

Description

This serves to track the rollout of the card label icons feature completed in #9826. The rollout will consist of:

1. Releasing the new card label icons feature - ( implemented by us )
2. Disabling the icons in the card field ( implemented by Stripe )

We'll first rollout the new card label icons feature before disabling the card field icons. This will mean icons will appear in both locations for a while. When Stripe disables the card field icons, they will be disabled for all merchants. Rolling out in this fashion allow time for more merchants to update WooPayments and lessen the number of merchants that will have no icons at all.

Acceptance criteria

The new label icons feature has been released and Stripe has disabled the card field icons.
