Enabled/Disable teleport on creation and maybe create on first join

Ive noticed in the config currently, there is no option to disable teleport on creation, i understand for the main purpose of this plugin that it might not be needed but for users who use it for cells and such other things, it would be nice to have that feature inside the config. I don't need my players teleporting to their cell just so that their enchant that provides cell points off the start bugs out.

For the second option, it would solve using another plugin to run a first join command of some sort, i find that both are pretty basic features that should be added as most things that include pasting schematics have them!
