app_info.xml configured projects break when 8.1.0-1610 client is restarted

Describe the bug

When i restart boinc-client while running sidock using app_info all tasks display 0 cpus used and attempt to run all tasks at the same time disregarding use 50% of the cpus.

Steps to reproduce

1. set sidock to use app_info.xml using this guide: https://www.sidock.si/sidock/forum_thread.php?id=125&postid=2167
2. receive tasks.
3. run sudo systemctl restart boinc-client

I tested this (the anonymous platform mechanism) in master and didn't see any problem.
It should have been fixed by #6013

Boinc version is 8.1.0-1610 according to apt-info boinc-client.

Hmm. I can't repro this using my test project.
I'll try to test with SIDock, but they're not currently issuing jobs.

@kotenok2000, have you restarted your boinc client via systemctl after the update?
apt installer doesn't do that by default.

Yes. I have restarted it.

I have added entries for cmdock-short in app_info.xml and was able to run then on an x86-64 cpu instead of ARM.
