List available runner/module options

One requirement to make https://github.com/BSC-ES/autosubmit-gui/issues/373 and https://github.com/BSC-ES/autosubmit-gui/issues/374 possible is to be able to retrieve the runner/module options.

This can be done by reading the API configuration YAML file and parsing the response. The same implementation could leverage the strategy used to check the permissions to use a runner or not.
