-rom conflicts with tasks running ONCE

Description

Marc Batlle reported in Slack that when he is using the -rom flag with an experiment that hasn't started yet (has waiting LOCAL_SETUP, SYNCHRONIZE, REMOTE_SETUP...), he gets "Run successful" without any task running. Those tasks are configured to run once/date.

In #2187 I changed the way of loading the jobs of -rom , so if it is not a big issue maybe we can wait for it to be merged ( cc : @kinow )

I think the work @dbeltrankyl mentioned in his comment above from some days ago, is now in the separated PR #2619 , #2187 might be merged into master soon, and included in 4.1.16 (we are currently testing it in the sprint). #2187 might take a bit longer -- maybe that change can be brought into master separately.

#2619 There I had to change the -rom so it works with the job_list on db. I'll check if this is fixed/working
