setstatus & recovery rework (reduce _COMPLETED files on local)

Miguel commented that we can add the removal of the completed files for all but the wrappers ( due the amount of changes needed).

I'll cherry pick all the recovery/setstatus changes done in 4.2.0 on 4.1.16, and delete all completed files from local except for the wrappers
