Add a way of dump settings/power play tables as JSON on stdout and read it from stdin, meaning we support full profiles or just quick edits to clocks/voltage/power limit.

Do not recreate radeon-profile or WattmanGTK, keep it very simple or don't do it at all and simply recommend using one of them. Focus on the export/import workflow tied to auto-tuning and not manual tinkering.
