Use dev my.ini and add UTF-8 defaults

Currently we aren't supplying a mysql config file

We should do this to ensure utf-8 and so on is default as well as timezones

We no longer hold pre-built config files. We need to make sure we're using a dev my.ini and make any customisations we need.
