Can a few index files be zipped up together with one url for the zip?

Is it ok for index files be zipped up together with one url for the zip?

This seems to violate the guidance about the require name of an index file, but one could argue that the file does have a name within the archive. There has always been ambiguity about the file name vs. the url.

We would certainly prefer if this weren't allowed since it seems to not be in keeping with the guidance and it makes discovering TiC index files that much more difficult and tracking of updates to the index files that much more convoluted.
