If you upload a dist to CPAN, containing a module Foo::Bar, and you're the first to do it, you get the 'f' permission. Via the PAUSE interface you can relinquish the permission, so now the dist exists on CPAN, but no-one has any permission. this means anyone can now upload another version of the module.

For example, see ACME::Experiment::C - I uploaded this, then gave up my 'f' permission. Olaf Alders then upload a new version of the module.

If you search for this on MetaCPAN:

https://metacpan.org/search?q=ACME%3A%3AExperiment%3A%3AC

You'll see Olaf's listed first, and then mine. The way that mine is presented is misleading: if you click on the main link for ACME::Experiment::C you get the doc for Olaf's version, not mine.
