Change Plain Text to Links in Resource Tiles

Problem

The links in each tile are plain text and don't serve a purpose. We should change that.

Task

• Change the plain text into links
• See if you can change the text to only show the title of the link. It seems the title is normally at the end of the link in the cases of the Food category, but that may not always be the case. If it's not possible, that's ok.
