Move away from dedicated PostGIS db for loci-integration-api

We currently rely on spinning up a postgis DB from loci-cache-scripts for tight integration with loci-integration-api. We will be using the geometry-data-service APIs for that functionality now. Therefore we don't need to spin Postgis up.

This issue is to remove that from `loci-infrastructure`
