[Bug]: The right-side scrollbar cannot be operated with the mouse in windowed mode

Bug Description

In non-maximize mode, the operable area of the scrollbar on the right side of the window is too small and is covered by the window resizing operation, making it impossible to drag the scrollbar with the mouse.

Steps To Reproduce

1. Open a conversation whose length exceeds the screen (requires scrolling).
2. Restore the chat window from maximized mode, ensuring there is free space on the right side so you can resize the window.
3. Try using the mouse to operate the right-hand scrollbar.

Expected Behavior

Separate the interactive areas for window resizing and scrollbar dragging in windowed mode
