Allow any github users to contribute labels to ComfyUI repos without require special permissions.

To add label on a pr/issue,
just add/edit a comment with +label:[label-name]

Syntax:
[+-] label:[label-name]

In beta stage of EasyLabel, Currently we allow any label by any comment.

In future, we will limit operatable labels to scoped value to prevent typo and prevent create duplicated labels (also prob by typo).
