Provide import/export commands for remote steps/features configuration

Since we deprecated tests.conf, we should provide a way for easy sharing of the tests configuration. Ideally an export command would generate some configuration (INI/yaml/json) with configuration of current remote steps and features. This configuration should be then consumed by an import command or even also by the init command.
