I don't know what I did, but even with the fluid valve closed, water was still flowing into the basin. I broke the basin to see if that would cause the fluid valve to start working, and then the game crashed. After restarting the game, the fluid valve functioned normally.
Perhaps the issue was that the cogwheel was not encased and connected to the fluid valve initially. I then encased and flipped the fluid valve. As I didn't physically break the fluid valve, I suspect that the maximum RPM somehow caused it to fail.
