Evidence Pack Upgrades (Audit & Logging)

Issue: While AI SAFE² v3.0 currently mandates Semantic Execution Trace Logging (A2.5) and deep incident tagging via CP.1 (e.g., cognitive_surface, memory_persistence), the logs do not fully comply with the new Standardized Evidence Framework (SEF). EFA Canon requires generating decision-native "Evidence Packs" that prove exactly why reliance on an AI was permitted, specifically tracking machine-state stability during execution.

Risk Picture: Forensic inadequacy during post-incident legal review. If a Class H decision causes catastrophic harm, the organization must prove they evaluated the machine's internal stability (MSS) at the exact moment of execution. Without SEF-compliant evidence packs, the organization cannot legally prove they met the burden of care, rendering the deployment indefensible in court.

Strategic Position: This shifts AI SAFE²'s logging from purely technical "execution traces" to legally defensible "Accountability Ledgers." It fulfills EFA’s Stage 5 pipeline requirement (Accountability), ensuring that the Human Ethical Agent of Record (HEAR) is protected by immutable, cryptographically hashed proof of their diligence.

Recommended Actions:

  1. Extend the A2.5 JSON schema to record MSS (Machine State Signal) telemetry at the time of execution.
  2. Update CP.1 tagging requirements to mandate SEF Rationale Codes (e.g., MSS-L1 to MSS-L7) when an action is executed despite elevated machine instability.
  3. Ensure the cryptographic hashing (SHA-256) of agent state already required in P1.T1.5 encompasses the complete MECHA state payload, locking the evidence pack against tampering.
