Add an AGENTS.md (https://agents.md/) file to help guide our AI friends when generating or checking code in this repository. At a minimum it would contain links to documents in https://github.com/DMTF/libspdm/tree/main/doc/internal. Note that Claude does not automatically check AGENTS.md, but instead looks in CLAUDE.md. That can be easily remedied by putting the text @AGENTS.md in the CLAUDE.md file.
