VIN barcode scanner integration

The idea would be to have a button adjacent to the VIN field on the vehicle tab. It requires the "Barcode Scanner" android app by ZXing.

#124 (License plate recognition) may be an alternative to VIN scanning if we use with the CarFax API.?

@scaspers, I expect the flow for how DI tobe defined before I start on this task to determine if this should be happen before or after the new Angular 6 client migration.
