Remove priority labels

• Add support for setting the GitHub Project priority field of scheduled issues via a issue template front matter entry called project_item_priority
• Add a project_item_priority front matter entry to each issue template, based on the priority label in the labels entry
• Remove the priority labels from the labels entry in the front matter of all issue templates
• Remove the priority labels from all boardwalk repositories
