Fabricate PCIe Brackets for TS-PCIe SKUs

I already have some CAD kicking around for this - may need to update, can either use the same drill-press + 3d printed drill jig as Beta 2, use a small desktop CNC, or the fiber laser if it's strong enough.

The fiber laser will not work for cutting these, but it can mark them! This way we can ship these with channel labels
