Remove FatesSetupParamBuild

Since FATES moved to json, there is no need to use conda or ncgen to modify fates parameter files.

Also, ./xmlquery SRCROOT should be changed to ./xmlquery COMP_ROOT_DIR_LND, since in the CESM checkout that will give the top-level folder
