Move the `local` and `esgf` modules from `esmvalcore` to `esmvalcore.io`

The esmvalcore.local and esmvalcore.esgf modules provide esmvalcore.io.protocol.DataSource implementations and would therefore fit much better inside the esmvalcore.io module.
