Problem
According to spec Named Supplier of a metering point should get DD about network bill when general service is active.

Steps to reproduce

Preconditions: Network bill is sent by GO who has Named Supplier agreement present on the validity of grid agreement. General service (provided by NS) is active during network bill period. I tested in UAT with Elektrilevi who has Elektrum as Named Supplier.

  1. Create a network bill as GO (you can use this message, replace operator/metering point as needed)
  2. Check database dd_data_distributions table or query DDs as NS to see if DD was generated about this network bill.

Expected result

DD is generated about this network bill for NS.

Actual Result

No DDs are generated for NS.
