[EDH-4048] Aggregation of metering data is not correct depending on summer or winter time

Problem

Depending on the summer or winter time and the resolution, the metering data is not aggregated always correctly

Steps to reproduce

Example 1

1. https://datahub.elering.ee/metering-data
2. Meter EIC == add existing meter EIC what has metering data
3. Resolution = Daily OR Monthly
4. Period start < 27.10.2025
5. Period end > 27.10.2025 if Resolution = Daily OR Period end == end of the month ex. 30.11.2025
6. Search
7. Ex. Period start = 24.10.2024 and Periond end = 31.10.2024 and Resolution = Monthly, then there are data with Period start 01.11.2024 too

Example 2

1. https://datahub.elering.ee/metering-data
2. Meter EIC == add existing meter EIC what has metering data
3. Resolution - leave empty
4. Period start = 01.04.2025
5. Period end = 30.04.2025
6. Search
7. Ex. there are data with Period start 30.04.2025 00.00 too

Expected result
Regardless of summer or winter time, the metering data must be aggregated correctly

Users must manually correct the data in the downloaded file
