[EDH-4132] Connection request pagination is not working

Problem
Connection request pagination is currently not working in UI. Same results are shown regardless of what page you are on.

Steps to reproduce

1. Have enough of connection requests that they would be shown in pages (100+)
2. https://datahub.elering.ee/connection-request - search for connection requests and try to move between pages

Expected result
Pagination works correctly - results are different on different pages

Actual Result
First page results are shown regardless of what page you are on.

Impact (If known)
It is not possible to view all connection requests

Work-a-round
Use more precise filters so there would be less than 100 results, might not always be possible. Or use API.
