[EDH-3054] Wrong DD in case of AGG metering point metadata change

Problem

Specification states that when AGG (child) metering point metadata is changed, AGG PP should be informed about this in case of active AGG agreement present in this MP.

Steps to reproduce

Find or create a metering point that has 1 or several child metering points.

1. Log in as Aggregator role (owner of child metering points), find one of the child metering points
2. Change some metadata (such as resolution etc) on metering point and save

Expected result
In this case, according to spec, DD should be created only for AGG PP

Actual Result
DD was generated also to PARENT GO + it's upper portfolio
