[EDH-3140] Child MP owner and it's PP does not get DD for MD in PARENT

Problem

Specification states that when metering data is sent to PARENT metering point, it's children and their PPs with valid AGG agreements should get DD about this. At the moment this does not happen.

Steps to reproduce

Create/find a metering point with valid GRID agreement with 1 or several children (AGG metering points). AGG agreements must be valid.

Log in as GO and upload some metering data for the period when GRID and AGG agreements are valid.

Check created DD's as Aggregator and it's PP

Expected result

DDs about metering data in PARENT should be created for Aggregator and PP

Actual Result
DDs are only created for parent's portfolio tree members.
