[EDH-3144] Customer in Border Metering Point does not receive metering data DD

Problem

Customer in Border metering point is another grid operator. Metering data in border metering points is needed for this GO in loss calculations. But at the moment customer of a border metering point does not get any DDs about metering data.

Steps to reproduce

Create or find a border metering point, where is valid border grid and supply agreement where customer is another GO.
Create metering data for this border metering point and send it to Estfeed.
Check DDs that are created after metering data import.

Expected result

In addition to other involved parties, metering data DD is created for border grid customer GO.

Actual Result

No DDs for border grid customer GO. Other involved parties have correct DDs.
