Hitting the search page without a query should not result in an error #19

Currently the search experience is kind of... broken.

https://elgg.org/search currently gives you an "Error" page. This is so negative. On my phone I can't even really see the search bar. Search bar should be more front-and-center, not off to the side in the sidebar.

I'm reporting this here instead of elgg/elgg because it involves UI changes whose backward compatibility issues we haven't fully ironed out yet.

I acknowledge that this is an unlikely use-case, since you pretty much have to directly type the url in order to get in this state.
