Say a user is warned and Cliptok sends its usual "user was warned: reason" message in chat. If a moderator replies to that message, Cliptok could delete the moderator's message and re-send it itself, to add some public context to the warning (while keeping the identity of the mod private).
I like the idea but I don't think it should always trigger because it might be confusing. You can already do this today with !tellraw <channel id> "<text>" <message id> so perhaps just add new command !reply <text> as a shorthand that looks at what you replied to when triggering it? (note that !reply and !r will conflict with modmail so either use another name or silently exit when used in modmail threads / without a reply target)
