Add Ownership change to listener interface

We should be able to support continued tracking of an approved SP once they have updated their owner address in the PDPVerifier. This lets them do key rotation as serious providers will want to do.

This will require upgrades in the PDPVerifier. This should be tracked for inclusion in the PDPVerifier v1.1 release.

Hey @rjan90, @ZenGround0, I’d love to take this one.

My proposed approach:

• Extend the listener interface in PDPVerifier with an ownerChanged(address oldOwner, address newOwner) callback (name/signature per your preference).

• Add the emit in PDPVerifier during owner rotation (v1.1 upgrade branch).

• Update simplePDPService to implement the new callback—no-op aside from verifying calldata.

• Modify the service contract here (filecoin-services) to do the mapping swap atomically on owner change.

• Tests: cover the full flow with Hardhat/FEVM test cases.

Unless you’d like to defer this to a later milestone, I can start a draft PR and iterate on the design with you.

Plan sounds great @Hany-Almnaem I assigned it over to you. The design should be simple enough that we can iterate on it during PR review. The changes to the contract in this repo can land / be deployed right away and we'll get the PDP Verifier / simpleService changes deployed in v1.1 release
