Pull requests can implement ideas from Enchancement tab?

As I seen, in pull requests, it oftenly used to fix errors, misplases.
Now, I am writing quite big list of ideas about chart editor changes, and some of them I can put into pull requests, with correct realization in code, it will be valid?
(size of changes like - offsetting some popups, adding logic for more fast navigating, etc)
Now I spend like multiple days for writing them (mostly because i tried to organise them, use markdown and html formatting for better examples/readability), I hope it will be possible.
(for every change I have written a bit commentary, a bit code, for clarification)

Yeah, PRs can implement enhancements, whether issued previously in the "Issues" tab or not
