This will eliminate a kludge, but does require lazy initialization of the clock.

Lots of changes related to how we specify children components.

- new initialize phase `INIT_SET_CLOCK`
- clock no longer needed for creating MAPL Outer component
- Parent now specifies variant refTime and timeStep rather than actual
  gridcomp.
- Child hconfig now includes (non-mapl portion) parent's hconfig
