Check Graph Version with pre-built Graphs from earlier version #2161

Problem description
It can happen that the graph version is not correctly versioned when building new ORS containers etc. resulting in graphs not being able to be loaded.
Proposed solution
We build a small graph and upload them to our remote storage. Each run gets the "old" graph and tries to run it. If it runs, we have likely a compatible graph version.
