Allow Users to Control the URL the Binary Exports Span Data To

Right now it's hard-coded to point to http://localhost:4318/v1/traces since that's where it expects a local OpenTelemetry collector to be listening.

However I'm assuming folks might want to point the binary to export to deployed collectors not on their machine.

This one should just be creating a new CLI parameter for this and propagating it to the point where the hard-coding is currently happening and conditionally using it I think.
