[TTAHUB-4168] Fix monitoring tab focus cut off

Description of change

This fixes two issues:

1. The monitoring tab focus on the RTR was being cut off.
2. When you clicked the 'View by citation number' tab the parent 'Monitoring' tab would lose its underline.

How to test

• Review the code.
• Make sure the focus isnt cut off on the Monitoring tabs.
• Make sure when you click the second tab the parent tab keeps the underline,
