Multiple agreement history messages appearing for added BLs

When adding multiple BLs to an agreement, multiple history messages appear in the agreement history. When adding one BL, it seems to act as intended where only one history message appears. This applies to both creating and editing an agreement.

Expected Behavior

Only one history message for each agreement change.

Current Behavior

Multiple history messages appearing for changes that involve adding more than one BL.
