The point is to acquire a dedicated ARC number by creating the simplest ARC possible, defining the transaction note.

It should probably be accommodating and cover:

A message being passed in full cleartext in.
A message being stored on IPFS.

Perhaps the ARC could refer to a specific interpretation of the parsing, e.g. "edaga" interpretation.

We can then update the transaction note prefix.
