Issue description

I am missing metadata that may be helpfull to support automated processes e.g. requesting access.
The accessURL on the distribution level may be helpfull, but it may contain a link to a webform or an instruction page how to get access, which is not really helpfull for automated processes. When i (as data user) need multiple datasets from different dataholders i would be happy if i only have to fill in one request form and have an application do the distribution to the relevant parties.
When developing an application like this, for automatically forwarding info about data access requests to a reviewer i need some kind of contact info who to notify if a data access request had been received and a review is needed.

Proposed change

Maybe it is possible to create an additional contactPoint on dataset or distribution level for requesting access purposes.
